Recently, the Second Meeting of the Second Science and Technology Innovation Committee (hereinafter referred to as the "STIC") of the China Engineering & Consulting Association (CECA) was held in Beijing. The meeting was attended by Zhu Changxi, President of the Association; Pang Zongzhan, Vice President and Secretary-General of the Association; Li Haixin, President of IPPR; Ma Chao, Deputy General Manager of IPPR; and Huang Xiaojia, Chief Engineer of IPPR and National Master of Engineering Survey and Design.

At the meeting, following the voting process and approval by the Association, Li Haixin was appointed Director of the Second Committee?of?STIC; Liu Zijian, Zhang Jiwen, and Chang Hai were appointed Deputy Directors; and Cheng Zhikai was appointed Secretary-General.

Zhu Changxi extended his congratulations to Li Haixin and the other newly elected leaders of STIC, expressed his gratitude to IPPR, the Committee's supporting institution, and commended STIC's achievements.

He emphasized that engineering survey and design are the core and soul of China's construction sector, which is currently undergoing a critical transition from rapid growth to high-quality development. Scientific and technological innovation serves as the fundamental force driving this transformation. In light of the new circumstances, he highlighted the following priorities:

? First, recognize existing gaps and resolutely increase investment in scientific and technological innovation;

? Second, concentrate on key areas and pursue practical results, with a focus on improving innovation standards, strengthening technological leadership, promoting the transformation of achievements, and enhancing institutional capacity;

? Third, advocate for the industry to foster a supportive environment with more favorable policies and greater development opportunities.

He encouraged all committee members, under the leadership of the new STIC team, to remain mission-driven and pragmatic, fully leveraging their role as the "vanguard" of industry innovation and making greater contributions to the sustainable, high-quality development of the sector.

In his inaugural remarks, Li Haixin expressed his sincere gratitude to the Association and all committee members for their trust.

He noted that scientific and technological innovation is the primary driver of enterprise transformation and high-quality development. STIC will focus on advancing industry innovation and fostering new quality productive forces, with the following priorities: firstly, strengthening policy guidance and industry research; secondly, enhancing platform development and collaborative cooperation; thirdly, promoting the transformation and application of scientific and technological achievements; fourthly, reinforcing STIC's own capacity.

He stated that, under the leadership of the Association, STIC will unite all stakeholders to advance scientific and technological innovation and high-quality development across the industry.

Ma Chao noted that in recent years, IPPR has been exploring innovative business models, strengthening its technological innovation capabilities, and concentrating its business portfolio. Leveraging its core strengths in sectors such as healthcare, energy, fire protection, and data centers, the company has developed a range of innovative application platforms, covering smart healthcare, smart energy, and smart logistics. As the supporting institution of the Committee, IPPR will continue to capitalize on its full industrial chain service capabilities and work hand in hand with all parties to promote high-quality development in the engineering survey and design industry.

Pang Zongzhan announced the Approval of the China Engineering & Consulting Association on Adjustments to the Leadership of the Science and Technology Innovation Committee.

The meeting reviewed the 2025 Work Report of the Science and Technology Innovation Committee of the China Engineering & Consulting Association, and voted on the Resolution (Draft) on Adding Members of the Second Science and Technology Innovation Committee and the Resolution (Draft) on Adjustments to the Leadership of the Second Science and Technology Innovation Committee.

During the meeting, participants engaged in in-depth discussions on two key topics: STIC's 2026 work plan and the role of scientific and technological innovation in empowering the development of new quality productive forces in the industry. Ma Chao and Huang Xiaojia spoke on behalf of IPPR, while committee members put forward a number of practical recommendations focusing on technological frontiers and industrial integration.

As the supporting institution of STIC, IPPR will continue to play a leading role, remain committed to the goal of high-quality development, and take scientific and technological innovation as its driving force. Through concrete actions, it will stay true to its mission and contribute greater strength to advancing the industry.

Nearly 50 committee representatives from across the country attended the meeting.
