On December 26, the main campus of Dali Prefecture People's Hospital, delivered under an EPC contract by IPPR, was officially inaugurated. Li Haixin, President of IPPR, was invited to the ceremony. Chen Zhenyong, Governor of Dali Prefecture, Yang Zeliang, Vice Governor, along with other prefectural leaders and heads of relevant departments, were also present. The opening of the main campus marks a new stage in the development of the region's healthcare service system and carries far-reaching significance for optimizing the allocation of medical resources in western Yunnan and strengthening public healthcare provision.
As a flagship project of the western Yunnan medical center, the project adopts the EPC model, with a total building area of 304,000 m2, 2,000 beds, and a total investment of RMB 2.485 billion. An integrated "one hospital, three campuses" system has been created, serving more than 3 million people across Dali Prefecture, the eight prefectures and cities of western Yunnan, as well as neighboring areas in Sichuan and Tibet. The project has effectively addressed regional gaps in medical services and significantly enhanced the capacity for critical care and public health emergency response. By offering high-quality and accessible healthcare services to people of all ethnic groups, it has strengthened the foundation for local economic and social development.

As the contractor for integrated design and construction, IPPR fully leveraged its end-to-end service capabilities to deliver the project as an industry benchmark.
The design applies traditional Bai ethnic architectural elements such as the Three Pagodas and the "three buildings with one screen wall" layout. An innovative octagonal diagnostic and treatment cluster layout was adopted, reducing medical processes by 40% and cutting wayfinding time for elderly patients by 65%.
The project also features Yunnan Province's first elevated helicopter landing pad, establishing a "ground + air" emergency response network. It is equipped with intelligent systems such as pneumatic logistics, robotic delivery, and smart navigation, creating an ecological healthcare environment described as "a hospital in a garden, and a garden within a hospital".
Through the innovative application of advanced technologies such as BIM-based collaboration and modular construction, the project provides a replicable and scalable EPC model for large-scale Grade A Tertiary hospitals in the public welfare sector.

During the on-site inspection, Li Haixin conducted a detailed review of the functional layout, facility configuration, and key design features of each area, and spoke highly of the project's construction quality, scientific layout, and thorough preparations.

Following the tour, Li Haixin inquired of the project execution team in detail about technical challenges during construction, solutions to key difficulties, as well as the team's working and living conditions. He emphasized that the company is currently experiencing strategic transformation and accelerated high-quality development. All project personnel should adhere to the principles of being "customer-oriented and value-driven", strengthen their sense of responsibility within their professional roles, and uphold a spirit of craftsmanship in delivering follow-up services. At the same time, they should enhance coordination with the project owner, respond promptly to operational needs, and ensure the hospital's stable and efficient operation, striving to make the project a people-centered benchmark that stands the test of real-world application and demonstrates the responsibility and commitment of a central state-owned enterprise.
IPPR's attendance at the event by invitation not only reflects strong recognition of its project achievements, but also presents an important opportunity to deepen government-enterprise collaboration and expand its presence in the healthcare infrastructure market in Southwest China. It further strengthens communication, coordination, and mutual trust between IPPR and Dali Prefecture, as well as the broader western Yunnan region, in the field of healthcare infrastructure development.
