On December 5, the Beijing Municipal Commission of Housing and Urban-Rural Development officially released the 2025 Beijing Construction Project Pricing Basis—Estimated Consumption Standards. This standard serves as the basis for preparing preliminary design cost estimates and controlling investment in construction projects within the administrative region of Beijing, and will come into effect on May 1, 2026.

The installation engineering volumes of the standard were jointly compiled by China IPPR International Engineering Co., Ltd. and the Beijing Municipal Construction Cost Management Station. They comprise five volumes: Electrical Equipment Installation Engineering, Building Intelligence Engineering, Ventilation and Air Conditioning Engineering, Fire Protection Engineering, and Water Supply, Drainage, Heating, and Gas Engineering. The compilation began in May 2022. In?line?with market-oriented reform in engineering cost management, it comprehensively revised the 2016 edition of the estimated quotas over a period of more than three years. Notably, traditional estimated quotas were innovatively transformed into consumption-based standards, enhancing both scientific rigor and practicality of the documents, and ensuring closer alignment between quantities, pricing, and markets.
Leveraging its expertise in cost engineering and its industry influence, IPPR has consecutively led or participated in the compilation of the 2004 and 2016 estimated quotas, and the 2025 estimated consumption standards for general installation engineering. These contributions have not only provided technical guidance for the construction cost sector in the capital, but also strengthened the company's influence in this field.
